1. BACKGROUND
Developing countries in the Asia Pacific Economic Cooperation (APEC) region are
industrializing and experiencing rapid economic growth. It is also expected that
continuing growth will act as an engine for the development of the world economy.
The development of the APEC region depends on private sector development under
the market conditions of free and effective cross-border economic activities.
To develop private enterprise, it is important to promote liberalization and the
facilitation of trade and investment in markets. However, because of the different
economic, historical and cultural backgrounds of individual APEC countries, their
domestic economic systems are many and varied. There is, however, one very important
measure that can assist in resolving this issue. The key policy of APEC countries
is to work on internationalizing the conformity assessment system that forms the
infrastructure of their markets.
From this perspective, the Ministry of Economy, Trade and Industry (METI) is launching
the ASEAN Standards and Conformance Cooperation Program to improve the capacity
of the standards and conformance system in the ASEAN region.
The Association for Overseas Technical Scholarship (AOTS) will organize new training
programs that cover international standardization, the ISO 9000 and ISO 14000
management system standards, product certification and laboratory accreditation
as part of METI's ASEAN Standards and Conformance Cooperation Program for FY2003.
2. COURSE OUTLINE
1) Objective: |
|
This training course has been developed based on ISO 19011: 2002
to provide participants with the skills and knowledge necessary to conduct audits
of quality management systems (QMS). The course may help participants to take
a key role in leading audits of quality management systems. This course, however,
is not an accredited QMS auditor-training course.
Auditors must be able to evaluate QMSs to applicable audit criteria, such as ISO
9001: 2000 “quality management system requirements”, quality policy, quality manuals
and procedures. By the end of the course, the participants must be able to:

explain the responsibilities and roles of a QMS auditor, |
● |
explain the purpose and structure of a QMS and ISO 9001 requirements, |
● |
plan and perform a QMS audit, |
● |
collect audit evidence to determine audit findings, |
● |
report the audit's findings and conclusion to the audit client,
and |
● |
evaluate the corrective action taken. |
The ISO 9000 standards certification series has expanded across the globe and
is the world's most recognized conformity assessment scheme. One notable characteristic
of the system is that it was developed in the private sector. However, there is
not yet an adequate number of QMS auditors in developing countries in the APEC
region to ensure that the certification bodies of developing countries meet the
demands of private companies.
In light of this situation, this training course aims to encourage APEC countries
to achieve global standards in the area of ISO 9001 auditing and certification
in collaboration with Japan. At the same time, this course is also designed for
those who are expected to promote international certification activities as well
as the dissemination of ISO 9001 quality management systems within their regions,
such as certification bodies, private companies and so forth. |
2) Duration: |
|
The course lasts for two weeks, from 16 to
29 October 2003. |
3) Contents: |
|
The level and content of the course is equivalent to courses accredited
for QMS auditor training by one of the official accreditation bodies. The course
is a highly participative training course and requires the full involvement of
participants throughout the duration of the course. It involves lectures, role-plays,
oral and written presentations, examinations, plant visits and case studies. The
course will cover the following areas:

Accreditation and certification schemes |
● |
Requirements of ISO 9001 and ISO 19011 |
● |
Audit principles |
● |
Audit planning, including preparation of an audit plan and checklists |
● |
Audit performance |
● |
Reporting the audit's findings and conclusion |
● |
Follow-up activities, including the evaluation of corrective action
plans |
Note: This training course is not an accredited QMS auditor-training course.

4) Language: |
|
All lectures, role plays, case studies and plant visits will be
conducted in English or Japanese
with translation into English. The course documents and training materials
will be prepared in English. |
5) Number of Participants: |
|
A total number of 15 participants will
be invited from the developing countries in the APEC region as per the list on
pages 5 and 6. |

3. PARTICIPATION REQUIREMENTS:
1) Qualifications of Participants |
|
(1) |
Participants should be nationals of APEC member countries. |
(2) |
Participants should be managers or experts who, in principle,
belong to private bodies that implement certification for ISO 9001 or which intend
to acquire the ISO 9001 certificate in developing countries in the APEC region.
In the case of persons from organizations other than certification bodies, it
is necessary for participants to have business experience in the field of quality
management. |
(3) |
Participants should be nominated by the recommending organization. |
(4) |
Participants should be university graduates and/or have equivalent
professional experience. |
(5) |
Participants should be preferably aged between 25 - 55. |
(6) |
Participants should be physically and mentally fit to undergo
an intensive training course. |
(7) |
Participants should not be students or armed forces personnel. |
(8) |
Participants should engage in the same field of work, i.e., international
standardization activities, after returning to their countries. |
(9) |
Participants should not be employees working for a Japanese joint
venture company. |
(10) |
Participants should have a good command of spoken and written
English. |
(11) |
AOTS ex-participants who have participated in the APEC Training
Program once within the past year are not entitled to apply for this course. |

2) Terms and Conditions |
|
Participants will be requested to confirm their agreement with
the “Terms and Conditions for Participation in the Program on Conformity Assessment”
laid down in accordance with the AOTS Scholarship Rules and Regulations, which
include the following conditions:
(1) |
Participants shall obtain a “Training Visa”
by submitting the invitation documents supplied by AOTS to the Japanese Embassy
or Consulate in their countries. AOTS may cancel the scholarship award of participants
who enter Japan with the wrong kind of visa. |
(2) |
Tickets for air travel to and from Japan will be provided by AOTS.
All participants are asked to ensure that they have made all the necessary arrangements
on their side before starting their journey to Japan. A participant who is unable
to enter Japan before the beginning of the course will lose his/her place. AOTS
will arrange their flight for arrival in Japan the day before the course begins
and for departure the day after the course ends. No change
in the route, class or flight date can be allowed. |
(3) |
Participants shall not be accompanied by their family members
to Japan during the course. |
(4) |
Participants shall not request AOTS to arrange, nor arrange by
themselves, any additional program for themselves during or after the course. |
(5) |
Participants shall leave Japan and return home upon completion
of the course in Japan according to the original schedule offered by AOTS. |
